Government Identity
Definition
A Government Identity is the public layer for a public office, agency, or municipality. It is a normal public identity type with neutral presentation by default.
Account is private. Identity is public. Reputation belongs to the identity.
Purpose
To let public institutions communicate as institutions — not as private persons or commercial brands.
Why it exists
Public institutions communicate under different expectations than companies. Citizens need to know they are reading an office or agency, not a personal page. Self-serve “official” badges are not part of the MVP; verification of official status is a later staff-controlled layer.

How it works
Created as identity_type = government under an Account. Public UI shows Government; an Official badge requires future staff verification, not self-claim.
